Strengthening the Voice of Indigenous Peoples and Traditional Communities in Climate Negotiations

Analysis of LCIPP and Opportunities for Application under the UNFCCC Regime

On the eve of COP 30 in Belém, this policy brief analyzes the challenges and opportunities for the effective participation of Indigenous Peoples and Traditional Communities (IPTCCs) in climate governance. Starting from the contrast between symbolic recognition and the limited decision-making influence of these groups, the document maps how the LCIPP (Long-Term Indigenous Peoples and Traditional Communities) and its agendas appear in the UNFCCC negotiations, highlighting gaps and advances. The text points to the Baku Plan of Work (2025–2027) as a strategic window to strengthen presence, resources, interpretation, and metrics of participation, and advocates for the incorporation of operational commitments into the texts of climate decisions. COP 30 thus emerges as an opportunity to convert expectations into concrete results for those who have historically protected territories and sustained the climate response.
