Agriculture, Forestry and Other Land Uses (AFOLU) at the UNFCCC: Opportunities for an Advocacy Agenda

How are the agriculture, forestry, and land use (AFOLU) agendas integrated into international climate negotiations? And what are the pathways to strengthen their implementation in the coming years?
This study seeks to answer these questions by identifying gaps, challenges, and opportunities for policy advocacy.
The publication addresses: • The main areas of focus for AFOLU (Agricultural, Forest, and Urban Land Use) issues within the UNFCCC; • The limitations and opportunities left by COP 30; • The importance of connecting family farming, restoration, bioeconomy, and climate finance; • Four strategic axes to advance the agenda: productive transition, restoration and land use, family farming, and bioeconomy.
Among the main conclusions, it is highlighted that the agendas for agriculture, forests, restoration, bioeconomy, and land use are already part of the international climate regime, but are still progressing in a fragmented, poorly coordinated manner, with low translation into implementation and financing.
In this context, the main opportunity lies in strengthening the connections between the UNFCCC spaces, the Climate Action Agenda, and national policies, transforming these agendas into concrete actions, with a territorial focus, socio-productive inclusion, and climate justice.
The document was prepared by LACLIMA, with support from the Climate and Society Institute (iCS) and World Animal Protection (WAP).
