On September 16 and 17, in Paris, LACLIMA followed and participated in the discussions of the CCXG Global Forum on the Environment and Climate Change, organized by the OECD. The organization was represented by Andre de Castro dos Santos, Technical Director at LACLIMA.

One of the main focuses of the meeting was the future of the Sharm el-Sheikh Mitigation Ambition and Implementation Work Programme (MWP), at a particularly important moment, as COP 31 is expected to assess the programme’s continuation and next steps.

Created under the UNFCCC to urgently scale up mitigation ambition and implementation in this decade, the MWP has become an important space for dialogue among countries and other stakeholders on opportunities, barriers and solutions for reducing emissions. At the same time, the discussions in Paris highlighted that there is still room to bring the programme closer to concrete implementation.

Among the themes that ran through the two days of debate was the need to strengthen the connection between the Global Dialogues, the Investment-Focused Events and effective opportunities for investment and cooperation. This includes improving the follow-up of projects and solutions presented, creating more effective mechanisms to connect needs with sources of support, and expanding the participation of financial institutions, multilateral banks, the private sector and actors directly involved in implementation.

The possibility of a more predictable, long-term thematic organization for the MWP also gained prominence, allowing participants to prepare more effectively, deepen technical discussions and ensure continuity across the different dialogues. Any evolution of the programme, however, should preserve its non-prescriptive nature and recognize different national circumstances.

Another recurring element was the understanding that mitigation cannot be discussed in isolation from the conditions that make its implementation possible. Finance, technology, capacity-building, equity, development and trust among countries remain at the core of the debate on how to turn mitigation opportunities into concrete action.

The discussions also reinforced a broader issue for the international climate regime. In a context where the challenge is no longer only to increase ambition, but also to accelerate implementation, spaces such as the MWP can play an increasingly important role in identifying barriers, solutions and forms of cooperation.

LACLIMA will continue to follow this debate through COP 31 in Antalya, contributing to bringing international negotiations closer to the concrete challenges of implementing the Paris Agreement.
