On April 2, 2026, LACLIMA and the British Embassy in Brazil held the workshop “From Belém to Antalya: COP 30 Debrief Workshop” at the Brasília Palace Hotel. The workshop was designed to create a dedicated space to discuss the main outcomes of COP 30, identify implications for the next cycle of climate negotiations, and reflect on strategic priorities on the road to COP 31, expected to take place in Antalya, Türkiye.

The event brought together representatives from ministries, diplomatic missions, experts, and members of civil society. The following speakers participated as panelists:

• Aloísio Lopes Pereira de Melo, National Secretary for Climate Change at the Ministry of the Environment and Climate Change;
• Ana Paula Cavalcante, Undersecretary for Regulation and Methodologies at the Extraordinary Secretariat for the Carbon Market of the Ministry of Finance;
• André Novo Viccini, Advisor for Strategy and Alignment to the COP 30 Presidency;
• Bruno Arruda, Head of the Climate Negotiations Division at the Ministry of Foreign Affairs;
• Bruna Cerqueira, Coordinator-General of the Action Agenda at the COP 30 Presidency;
• Caroline Rocha, Executive Director of LACLIMA;
• Davi Bonavides, Deputy Head of the Climate Negotiations Division at the Ministry of Foreign Affairs;
• Flávia Bellaguarda, Special Advisor for COP 30 at the Ministry of the Environment and Climate Change;
• Gabriel Mantelli, Climate Policy Coordinator at LACLIMA;
• Gustavo Westmann, Head of the Special Advisory Office for International Affairs at the Office of the President’s General Secretariat;

The first panel, dedicated to the Belém Package and the COP 30 Mutirão Decision, featured Bruno Arruda, André Novo Viccini, Caroline Rocha, and Gabriel Mantelli, with moderation by Luísa Sette Câmara Moreira. Participants analyzed how the Brazilian Presidency was able to reaffirm multilateralism and reach decisions across nearly all COP 30 agenda items, despite the geopolitical challenges that had been present since COP 29 in Baku.

The panel was followed by a keynote address by Rodrigo Agostinho, who provided an overview of the challenges of environmental protection in Brazil.

The second panel addressed the agendas of Article 6, Mitigation, and Just Transition, featuring Lidiane Rocha, Hugo Mendes, Ana Paula Cavalcante, and Verônica Korber, under the moderation of Maria Gabriella Souza. The discussions explored progress in structuring the Brazilian carbon market, the functioning of the Article 6 corresponding adjustment mechanism and its impacts on project host countries, as well as the implementation challenges of the new mitigation plan and the recurring tensions around issues such as fossil fuels and just transition.

The panel was followed by a keynote address by Aloísio Lopes Pereira de Melo, who emphasized the importance of continued political mobilization and robust indicators to ensure that international finance translates into concrete adaptation results.

The final panel focused on Climate Finance, Governance, and the Action Agenda, bringing together Davi Bonavides, Gustavo Westmann, and Bruna Cerqueira, with moderation by Yago Freire. The panelists discussed how COP 30 shifted the climate finance debate from scope to implementation, the challenges of the current geopolitical context regarding countries’ spending priorities, and the role of instruments such as the Global Implementation Accelerator (GIA) and the Tropical Forests Forever Facility (TFFF) in scaling up and ensuring continuity for the commitments made in Belém.

The event concluded with a keynote address by Flávia Bellaguarda, who shared the following message: “We are in a geopolitical configuration that changes every day. We must continue talking, engaging in dialogue, and staying very close to the COP process to ensure cohesion and continue weaving the legacy that Brazil has inaugurated. We cannot assume that the game has already been won.”

The discussions reinforced that the main challenge of the climate agenda no longer lies in defining commitments, but in effectively implementing them. In a challenging geopolitical context, alignment among countries, institutions, and different actors will be essential to unlock finance, enable solutions, and ensure that the progress built in Belém translates into real impact.
