LACLIMA Agenda - September 2025

With COP 30 being held in Belém and the 10-year anniversary of the Paris Agreement, Brazil is taking on a strategic role on the global stage. In this context, we are intensifying our efforts to ensure that climate action is considered transversally and effectively in all spheres of decision-making.

August was an especially intense month for the LACLIMA team: we participated in over 20 events and workshops, seeking to engage in dialogue with the climate ecosystem, share knowledge, and advance the implementation of climate policies. With these initiatives, we aim not only to strengthen local policies but also to drive a more robust and collaborative global climate agenda.



Below are some of the events we took part in.



Civil Society Meeting Towards COP 30

Brasília/DF

On August 6, the Instituto Clima e Sociedade (iCS) hosted a round of discussions on the climate agenda landscape leading up to COP 30, as part of a series of meetings aimed at strengthening the ecosystem of partner organizations, increasing the circulation of qualified information, promoting strategic dialogues, and identifying opportunities for joint advocacy. Gaia Hasse, LACLIMA's project coordinator, participated in the meeting, which addressed central themes of the negotiations and the COP 30 Presidency's action plan, including food systems and adaptation, as well as a direct dialogue space with COP 30 envoys, bringing together representatives from various civil society organizations.



ASADIP Congress

On August 9, Juliana Marcussi, LACLIMA's climate policy and carbon markets manager, participated in the XVIII Journey of the American Association of Private International Law (ASADIP), themed “Regional imaginaries, global resonance: Inter-American Private International Law and the world stage.” She was part of the panel “Carbon credits and Private International Law: their possible impact on the region,” where she presented an analysis of the functioning of the main carbon markets (the one under Article 6 of the Paris Agreement, the voluntary market, and regulated markets), from the perspective of applying Private International Law to international carbon credit transactions.



Workshop on COP 30 for the Ministry of Agrarian Development and Family Farming

On August 11, Caroline Rocha, LACLIMA's director of public policies and engagement, and Gaia Hasse, LACLIMA's project coordinator, conducted a workshop with civil servants from the Ministry of Agrarian Development and Family Farming (MDA) involved in the COP 30 agenda. The meeting strengthened the Ministry's preparation to act in Belém and beyond, deepening concepts of climate negotiations, mapping actors, negotiation flows, and the action agenda, contributing to the creation of preparatory strategies for the Conference.



Entrando no Clima — Carbon Market 2.0: understanding Article 6 of the Paris Agreement

On August 15, the August edition of Entrando no Clima (Getting into the Climate) took place, a monthly event organized by the National Secretariat for Climate Change, with the theme “Carbon Market 2.0: understanding Article 6 of the Paris Agreement.” The activity was led by Juliana Coelho Marcussi, LACLIMA's climate policy and carbon markets manager, who presented an overview of the voluntary cooperation mechanisms provided for in Article 6, as well as a preview of the training course to be launched by the MMA for federal civil servants.



The Climate Tour – Climate Reality Training

Between August 15 and 17, we were present at the training promoted by Climate Reality, which mobilized over a thousand people engaged with the climate agenda for dialogues on the climate crisis, Brazil's role in the ecological transition, and the paths to a more sustainable future. LACLIMA was an institutional partner of the event and is very proud of the results achieved.



Estadão Summit ESG 2025

São Paulo/SP

On August 21, Juliana Marcussi participated in the panel “Climate financing: sovereign and private initiatives.” The discussion highlighted the implementation of the New Collective Quantified Goal (NCQG), which replaces the old goal of US$ 100 billion annually—far short of the US$ 5.9 trillion needed by 2030. The role of the Climate Fund and sovereign funds was also discussed, along with new scenarios for the Brazilian carbon credit market and sustainable finance, such as ESG funds, impact funds, green bonds, and green credit lines.



Training Series on COP 30

São Paulo/SP

On August 27, Gaia Hasse participated in the training series on COP 30, organized by the PIMP My Carroça movement, in partnership with André Castilho, mentor of the LACLIMA Network's Waste WG and coordinator of the training. The class covered fundamental concepts of climate negotiations, focusing on adaptation and climate justice, highlighting possible paths to strengthen political advocacy and expand the participation of different social actors in the climate agenda. The meeting also had a special moment: the surprise arrival of Ailton Krenak, who shared his inspiring vision and experiences on the topic.



Rio Climate Action Week — E+ Financing Event

Rio de Janeiro/RJ

On August 27, Marina Guião, LACLIMA's climate policy analyst, participated in the event “Climate financing and productive de-risking: challenges and opportunities,” promoted by the E+ Transição Energética Institute. She presented a general overview of the financing negotiations at the UNFCCC, including some unresolved issues, such as the division of resources in terms of public money provision and private capital mobilization for investments.



Workshop "Transversal Strategy for Means of Implementation of the Climate Plan"

Rio de Janeiro/RJ

Promoted by the Ministry of the Environment (MMA) on August 27, the workshop aimed to discuss the challenges of financing for adaptation and resilience in the urban context.



Parliamentary Diplomacy Course

Online

On August 29, André Castro Santos, LACLIMA's technical director, taught a class on Transparency in the “Parliamentary Diplomacy” course, organized by Clima de Política.



Climate Finance in Brazil: Advances, Obstacles, and What is Needed for the Future

Rio de Janeiro/RJ

On August 29, Marina Guião participated in the workshop promoted by Instituto Clima e Sociedade (iCS) and the Climate Policy Initiative on Blended Finance in Brazil. The activity enabled dialogue with financial actors to build a common understanding and promote solutions adapted to the Brazilian context, in order to accelerate capital transition.



LCOY – Local Conference of Youth

Rio de Janeiro/RJ

At the Local Conference of Youth in Rio de Janeiro on Climate Change, held on August 30, Marina Guião made an intervention to present the history of ACE (Action for Climate Empowerment) negotiations and assist the youth in building their position for COP 30.

These were some of the events LACLIMA participated in throughout August. We remain firm in our purpose of expanding dialogue spaces, strengthening capacities, and contributing to making climate action increasingly effective, connecting Brazil to the collective global effort in search of a sustainable and just future.
