LACLIMA presents proposals for the future of the Global Climate Action Agenda (GCAA) and the Marrakesh Partnership for the period 2025–2030.
The submission's central proposal is to bring together action agendas (led by non-state actors, such as companies, cities, NGOs, indigenous peoples, youth, among others) and negotiation agendas (led by governments) within the scope of the UNFCCC.
LACLIMA advocates that the results of the Action Agenda, whose initiatives are gathered on the NAZCA/Global Climate Action Portal (GCAP) platform, be formally incorporated into the Global Stocktake (GST) — the global balance sheet of the Paris Agreement.
Possible benefits:
Greater visibility for voluntary actions that would encourage new commitments;
Guaranteeing greater coherence between action and the negotiation agenda, strengthening the international process;
Support to transform the implementation of the Paris Agreement into a true global effort, in which each actor, state or non-state, contributes measurably to keeping the goal of limiting warming to 1.5°C alive.
Suggested improvements for the NAZCA/GCAP platform:
Clear rules for indicators and methodologies;
Greater quality and transparency in data;
Prevention of double counting in relation to NDCs and national inventories;
Inclusion of adaptation actions, loss and damage and initiatives led by historically underrepresented groups.
With this enhancement, NAZCA/GCAP could have a dedicated module to inform the GST, sending data in an organized manner to the UNFCCC secretariat. Thus, the GST results would also include the aggregated contributions of non-state actors, strengthening accountability and encouraging new initiatives.
