From Disasters to Disputes: An Overview of Mechanisms for Climate Losses and Damages in Brazil

Climate change has become increasingly intense and frequent, bringing with it a series of adverse impacts that directly affect ecosystems, communities and individuals.
In Brazil, the effects of climate change are becoming increasingly evident with the occurrence of events such as changes in rainfall patterns and seasons, severe storms, floods, landslides, prolonged droughts, and forest fires. These phenomena not only cause material and economic damage but also result in significant human, cultural, and environmental losses. Given this scenario, the concept of "loss and damage" emerges as a crucial category for understanding and addressing the inevitable impacts of climate change.
This paper aims to present the relevant mechanisms for addressing climate loss and damage in Brazil today, analyzing everything from fundamental concepts to public policies and regulatory frameworks, as well as the implications for possible assignments of responsibility. The relevance of this topic is justified by the urgent need to develop effective, coordinated strategies at multiple levels to address the challenges posed by climate change, especially in a country as diverse and vulnerable as Brazil.
This study, by exploring the existing landscape for addressing loss and damage in Brazil, contributes to strengthening climate governance and promoting climate justice in the country. The overview of the topic was developed based on a literature review, public policy analysis, and case studies, providing a comprehensive and critical overview of the current state of mechanisms for climate loss and damage in Brazil.
